Employment Screening Disclosure and Authorization

The standalone disclosure and written authorization Hub or Dub requires before any HOD Report is furnished for employment purposes under 15 U.S.C. § 1681b(b). Subject to qualified FCRA and state counsel review.

Effective November 4, 2026 · Version 2026-11-04.1 · Continuously reconciled against local law

1. Standalone disclosure

Before an employer requests an HOD Report for employment purposes, it must give you a clear and conspicuous written disclosure, in a document that consists solely of that disclosure, stating that a consumer report may be obtained for employment purposes. The disclosure may not include a liability waiver or unrelated terms.

2. Written authorization

The employer must obtain your written authorization, which may be signed electronically under our E-Sign Consent. Hub or Dub does not furnish an employment-purpose report until the employer certifies that it made the disclosure, obtained authorization, and will comply with the FCRA and applicable equal employment opportunity laws.

3. Certification before every run

Each employment-purpose run requires a fresh certification by the verified business. Runs without a certification are blocked.

4. Before and after adverse action

If the employer may take adverse action based in whole or in part on the report, it must first give you a copy of the report and the CFPB Summary of Your Rights, and allow a reasonable period to respond. See Adverse Action Notices.

5. State law

Some states and cities add requirements, including limits on the use of credit information, salary history, and criminal history, and additional notice periods. Employers are responsible for complying with the rules where the applicant lives and works.
